I became aware of Steve through LCRIG, of which he was a supporter. It was clear that he had a genuine interest in fostering better communication between the supply chain, local authorities and the DfT. Meeting him informally at the 2019 LCRIG conference in Blackpool, I found him to be sociable and receptive to my views. I felt that, at last, here was somebody who was prepared to leave his desk, to come out into the field, to listen to us and who was in a position to make changes and to influence policy. My sincere condolences go to Steve's family. To all those who knew him in the highways sector, he will be missed.
