Steve and I used to meet semi regularly in Pret just down from DfT offices and swap career stories. He wasn't just a titan in Highways Maintenance, Light Rail was also a passion of his and future mobility. His ideas were revolutionary in many ways, some ahead of even DfT's ideas - he loved a vision and I know he was planning a new one before the pandemic hit, his "greatest" he told me in great detail. It was mad, but he had the foresight and drive to pull it off. You will be missed in all the sectors you worked in and I'm sorry you never got to move on to your next challenges. David
