I only directly worked with Steve for a short while last spring, on the DfT Local Transport Covid-19 response. However, I have fond memories of Steve's ability to lighten the mood with his sense of humour even when the work itself was challenging. Steve was also very generous with his praise of junior colleagues which meant a lot and certainly boosted morale. It was obvious that Steve was highly committed and passionate about his work and this really helped to spur on others. He had a natural "aura" where people respected his experience and knowledge and it was a privilege to work with him. Rest in peace Steve and sincere condolences to your family on their loss, Tom P
