As the immediate past chair of WRA UK (PIARC) I was faced with the possibility of having to close down the work of PIARC within the UK because of lack of government funding once Highways England came into being as way back DfT had passed on the responsibility to the Highways Agency where I was head of the Division which covered international activities amongst other more local concerns. I found Steve very helpful as he went out of his way, an enduring trait of his, to find the funding stream from DfT and to line up first Graham Pendlebury' and then Steven Fidler to take on the role of UK First Delegate.
