Back in July 2019 I was told I had a new job, Roads Minister.  I first met Steve when he came into my office at Great Minister House within the first few days of my new role to brief me on the intricacies of roads funding and maintenance.  I was starting from a pretty low base but he was kind, patient and unbelievably knowledgeable.  Steve was an incredibly effective and hard-working civil servant, much admired and respected by all.

It has been my pleasure to work with him since those early days, and he will be much missed by me and all his colleagues at DfT.
